13.4  SYS$CREATE_GALAXY_LOCK

  This services allocates a galaxy lock block from a locktable
  created with the SYS$CREATE_GALAXY_LOCK_TABLE
  service.  It then uses SYS$INIT_GALAXY_LOCK to initialize
  it.
