Ends a transaction and makes permanent any changes that you made
    during that transaction. The COMMIT statement also:

    o  Releases all locks

    o  Closes all open cursors (unless they are WITH HOLD cursors)

    o  Prestarts a new transacation if prestarted transactions are
       enabled
