The CONTROL clause establishes the levels of the control hierarchy for
  the report.

  Format -

   { CONTROL IS   } { {control-name} ...       }
   { CONTROLS ARE } { FINAL [control-name] ... }

1  –  control-name

  is any data-name in the File, Working-Storage, or Linkage
  Section.
