Use  the  CREATE  command  to  create  dictionary   directories   and
  subdictionaries.

  You can also create access control lists and history  lists  for  the
  new  directories  and  subdictionaries.   If  any  ancestors  of  the
  directory or subdictionary to  be  created  do  not  exist,  the  CDD
  creates them automatically.

  Command Syntax:

  CREATE [qualifiers] path-name
