Syntax:  SET ROUTINE HELP TOPIC help_topic defined_routine
              defined_package

  Sets the help topic string for the given routine.

  The help topic string is appended to the help topic prefix specified
  in the SET PACKAGE HELP TOPIC command to form a valid topic in a help
  library file.
