  Explanation:  You entered TIME time-number where the logical
  LIB$TIME_FORMAT_nnn does not exist.

  User Action:  Contact system manager to install the date/time
  formats.  Make sure that these logical names are defined in EXEC
  mode as required by the OpenVMS documentation.
