This field indicates whether or not rows can be inserted into
    the row cache. The default value 1 indicates that rows can be
    inserted into the cache and the value 0 indicates that rows
    cannot be inserted into the cache. You can override the default
    value with the RDM$BIND_RCACHE_INSERT_ENABLED logical name.
