Specifies that the magnetic tape will be used for interchange in
    a heterogeneous vendor environment. The /INTERCHANGE qualifier
    omits the ANSI VOL2 labels. Under OpenVMS, the ANSI VOL2 labels
    contain OpenVMS specific security attributes.
