exceeded AST quota

  Explanation:  The program could  not  proceed  because  the  AST
  quota for the Rdb system has been exceeded.

  User Action:  Increase the maximum number of  users  allowed  on
  the  system  by  modifying the RDBLCK_MAX_USERS parameter in the
  rdblck.conf configuration file.
