Differentiates between the active, inactive and dying DDCMP timer
 parameters.

1  –  BASE

 Applies only to DDCMP CONTROL circuits.  Resets to its default value the
 DYING BASE value in the volatile database.

2  –  INCREMENT

 Applies only to DDCMP CONTROL circuits.  Resets to its default value the
 DYING INCREMENT value in the volatile database.

3  –  THRESHOLD

 Applies only to DDCMP CONTROL circuits.  Resets to its default value the
 DYING THRESHOLD value in the volatile database.
