  Explanation:   An  ALTER  INDEX  ...   MAINTENANCE  IS   ENABLED
  statement  failed because one or more index partitions are still
  in build-pending state.

  User Action:  Use the ALTER INDEX ...  BUILD PARTITION, or ALTER
  INDEX  ...   BUILD  ALL  PARTITIONS  statement before using this
  statement.
